This is deemed unfair because it shifts the financial responsibility away from the utility's profits and onto ratepayers, who are essentially funding infrastructure that should arguably be covered by the company's earnings. Concerns also exist that the lack of stringent cost-effectiveness and safety prioritization within the original STRIDE act has enabled excessive spending, further exacerbating the financial strain on customers.
